Purchased a scooter and whilst charging set on fire scaring my family, they offered to replace the battery and charger but had scrapped the scooter cause my family didn't want it in the home anymore, it frightened them so much they don't want to plug any electric items in anymore

You should get in touch with a public safety body as this is a subject of public importance. You lived to tell the tale, fortunately.

When did you buy it? The company should be refunding the entire purchase.

Three questions:
You need to obtain the business's details, a screenshot of the listing you purchased from and a screenshot of your order confirmation. Only businesses can sell e-bikes so the business's details will be on the listing; you need to find the "Seller business information" section then click "Seller contact information" (or click their eBay User ID then click on the "About" tab). Don't post any of their details here, you need to obtain them in case the business attempts to evade their responsibilities.

If the fire service wasn't called the OP's first point of contact would be Citizen's Advice.

It could be a one off, but it could be a design fault. @4_bathrooms is correct - contact citizens advice who will pass the details on to trading standards.
