buyer isnt in my blocked list.
ive removed all conditions on buyers allowed but still this buyer cant bid on more than one item, even after ive relisted the second item he wants.

If this is happening with every buyer, you must have a block in place that prevents buyers from buying more than one item from you within a fixed time period.

If this is just a problem with one buyer, and you don't have such a block in place, then it seems the buyer has reached his buying limit.

If the latter, there is nothing you or he can do about it - buying limits are set by Ebay and are non-negotiable.
