Been selling since 2006 but am not eligible for ebay promo code for my store 8% off with coupon.

I contacted ebay as Save 8% with code SURPRISE8 - 8% off price was not appearing on my store when selling items and they advised that members are being given this at random.

What a joke has anyone else had issues with this and been able to resolve with ebay?
