Ebay sent me an email notifying me that my latest purchase was potentially dangerous i immediatly contacted seller fo refund 4 times with excuses

how do i reprot him and get refund?

If you bought in last 30 days, open item not as described case,

seller provides returns label, you post back for full refund.

Escalate on day 4 if no label or refund.

ignore seller excuses.

If longer than 30 days, try your payment provider.
