It has been that way for many many years since ebay changed it, due to retaliatory feedback left by some sellers.
Best a seller can do now is use there buyer requirements and select from the list provided, plus add problem buyers to there blocked bidder list,see the link,https://www.ebay.co.uk/bmgt/BuyerBlock?

Unfortunately you prove eBay's decision correct as the false positive you left a buyer is considered serious feedback abuse.

a false positive for a buyer is -
