how best to proceed with a claim of item being faulty

I have a buyer that purchased a cigarette lighter from me on 26th February. It was posted on the same day. 

 
The tracking never updated but the last estimated delivery date was 29th February. 
 
I have 60 days returns on my listings. 
 
Today I have received the following message from the buyer. 
 
My question is, do I have to refund him and how long does he have to leave feedback?
 
The reason I ask is because he has a habit of leaving negs for just about any reason and he is coming across as possibly slightly unreasonable like a number of other buyers recently that then go on to leave unfair feedback for me. 
 
Any advice on how best to proceed would be appreciated

The buyer is to late to open a case of not as described with ebay for a refund as ebay only offer 30 days to raise a case from the estimated delivery date.

A buyer can leave feedback within 60 days,but if the buyers profile shows then consitently leaving sellers bad feedback then it maybe worth contacting ebay if they do the same to you and ask if they will remove it....no guarantee though

The buyer is within your 60 day return period and claiming the item is faulty.

You can accept return,paying for a return label and refund or refund without return,your choice.
