VAT threshold no longer met from last two Quarter Sale Ebay

I am selling below thershold limit from last two quarter,

85000 annum threshold limited means per quater turnover should be above 21250 but mine turnover is 16k and 14k from last two quarter. what shall i do . how do i inform ebay and aviod this restriction. 

if i deregeration my VAT do ebay suspended by account or restriction my account please advice

If you have been registered by HMRC when you are above the turnover [£85000] but are now below it you are responsible for VAT until you convince them to deregister you.
