Problem with listening

Has anybody else been having issues trying to list items today. I keep getting a message saying unable to list but the problem is at eBay's end

Have you ever sold before or is this first time?

If a first time seller are you digned up to Managed Payments and added a Bank Account which has been verified by ebay. 

Until your account is registered for selling then you cannot sell.
