Money withdrawn but item not sent

I have won a bid but unfortunately I did not notice is collect in person.

I was asking the seller to withdraw or null the listing to no avail.

Then few days passed I was not paying for the item.

There was no option to get help from ebay.

At the end the money were withdrawn from my bank account and the item has not been sent.

I have contacted the seller to do a refund or to sent the item, but he is refusing to do and he put the item on new sale listing.

Please help.

I need a refund.
