It's very doubtful that you will be connected back with one of the thousands of agents, eBay have in their Customer Services mainly based in the Philippines.

However,  come back here explain the lost parcel to us,  there are any experienced members here who can help you.

HI, THANKS FOR YOUR QUICK REPLY, I HAVE NOT USED THIS SYSTEM BEFORE, SO YOUR HELP IS VERY WELCOME, I AM THE BUYER WITH NO GOODS, THE PARCEL WAS LEFT IN A UN-SAFE PLACE AFTER THE ADDRESS HAD CLOSED AT 4PM ON A SAT,

Unfortunately,  if the seller has tracking to show delivery  to your address,  that is all which is required,  and here,  you will not be able to claim  any refund from eBay.

Sellers cannot be liable for couriers/ postal services leaving items in a 'safe place'.
