Payment should have been cash on collection, or made through the ebay checkout system.

If seller had not been paid, why did he allow you to collect?

If the Seller is a New or Infrequent Seller, eBay's Managed Payments put a hold on the Seller's funds (this is explained in eBay's Guidelines).

If your Payment Provider (card) shows payment, then you have done your part.  The Seller can sort the receiving of the Payment from eBay's Managed Payments themselves.
