70% off - does it apply to relistings as well

When I get an offer from ebay for 70% off selling fees, will this still apply to an item I relist during the period of the offer. Or will it only apply to new sales that I list?

Yes,  it will apply if it is relisted manually when the promotion is still in duration.

Any  auto re listed items will not apply,  you have to manually relist the items
