I have a potential buyer who is saying that he wants to offer me more than the current bid of £85 on an item I'm selling, but I'm limiting bids? Can someone please explain what this might be?His exact words ' Have a limited bids? Don't you sales this...

I have sold an itme on ebay and the buyer is saying they can't pay me as the 'pay now' option isn't lit up.I've checked everything is ok at my end - any ideas?
