i want to cancel order high cost, no reply from seller who has bad feedback. what do i DO?

How do I get Ebay to understand scammers are making a mockery of them?i didnt recieve goods and have to wait to get my money back if at all. This is not the first time Ebay rules have been in favour of seller.Disgusting!
