Actually - it does not. If I look at my active listings - above it says 'Offer sent to buyers'. It does not say the amount. On the counter offer it merely says what the BIN price is and what the counter offer is - it does not say what my original off...

This is postage that is bought through Ebay and voided through Ebay. You cannot then go through to the 'supplier' ( who in this instance was Royal Mail) because you didn't buy it directly with them. There is no way to actually do this anyway!
