how do i get ebay to close a return, when my buyer has not posted the item back in the requested time?

I refunded a buyer in full. And my cancel request was refused because I 'didn't refund buyer'. Even though i did. And my paypal proves it. ANd there is no way to contact evay other than a phone call.

Ebay said they need to return it by 22nd December. If they don't we may close this return.But it hasn't been closed
