Buyer asked for a refund that I accepted but then decided to keep the item after all

Hello,a buyer asked for a refund, that I accepted, but then he decided to keep the item after all. Now the payment shows as 'pending' in paypal and I can't cancel the refund. How do I resolve this ?Thank you
