Have you excluded Northern Ireland from the places you will post to?
If not, this is the problem, the rules count NI as cross border since Brexit

adding to the advice already given -
Another possible problem is that you are in Global Shipping.

I did a test run removing NI for one of the listings but the notice This charity ID can't be used for a cross border still came up.

I tried is unticking the NI and Global Shipping for charity donations but neither has helped. The notice still comes up.

I am also getting this problem. I'm attempting to list my old Apple Macbook and donate 100% of the sale to Shelter. I have excluded all international and specific domestic destinations. I'm not enrolled in Global shipping but I cannot select any charity to donate the proceeds to without seeing the message "This charity ID can't be used for a cross border listing."
It's very frustrating!

You might be being caught by the restrictions on toys rather than a charity issue.

As previously stated, the eBay rules (and laws) recently changed and private sellers can no longer sell toys for babies and young children. Only business sellers are allowed to list them to comply with safety legislation.
So this is why you can no longer sell them on eBay and why eBay does not let you list them
You may have done it before the rule change but it is not allowed now

And this doesn't explain why I can't list a laptop.

Hi @shazzbrown ,
Thank you for your post.
What is the error message you get when you try to list the item? It looks like your account is registered on the US site.
Thank you,
Kat
