my account has been restricted from selling which i believe is wrong due to me providing the tracking and delivery detail ebay have still restricted permantely how do i make an official complaint

In these cases, you would normally get an email with the instructions on how to resolve your restriction. If you've followed the instructions and your restriction is still in place, you'd need to contact our customer service team for further review. If you've already done this, and you've received a final outcome, unfortunately no further actions could be taken at that stage.
