A seller has 35 feedback comments as it appears that this person often wins an item, won't pay for it and neither do they provide any communication to explain why.
Why has this person not had their account suspended??
It's not fair.
Every answer is based on the assumption that eBay actually do what they say, that is put a strike on there account.
I honestly think eBay don't do half of what they say.
Just look at the comments regarding responses given to callers which appear to be we will tell you what you want to hear.
We are told sellers will be banned if there negative feedback is high, Really?.
So how come there are plenty of sellers with high negative and neutral sellers classed by eBay as a highly respected and trustworthy sellers.
And why shouldn't a seller be able to leave feedback that is totally honest where a non paying bidder is concerned.
The founder of eBay said feedback was a system for both buyers and sellers to reflect on the whole transaction.
But that has now been removed and has turned feedback into a one sided system.
why?
because all those sellers broke the rules and left positive feedback for not being paid!
the option for sellers to leave negative feedback was removed over 12 years ago!!
ebay removed the option for sellers and introduced non payment strikes instead,
these work really well if sellers do it properly,
when you have a non payer you need to complete a non payment case to get your final value fees refunded and give them a non payment strike

then set you bidder requirements to block bidders with two or more non payment strikes in the last 12 months

If the other sellers who this buyer has messed around had done the right thing and reported him/her to eBay then the buyer would more than likely be long gone by now. Therefore, if you haven't already done so, open an Unpaid Item Dispute against the buyer and close it at the first chance that you get if you still haven't received payment by that point. That way you'll get your Final Value Fees refunded in full and the buyer will receive an Unpaid Item Strike on his/her account. If the buyer picks up two or more Unpaid Item Strikes on his/her account within a twelve month period he/she will find it very difficult to buy anything on eBay, as a lot of sellers have taken the sensible precaution of setting up their Selling Preferences to block buyers with two or more Unpaid Item Strikes within the past twelve months.
I know it's of little consolation to you having had your time wasted by this buyer, but if you were to take my advice and open an Unpaid Item Dispute against the buyer then should you end up closing the case without payment this buyer will be halfway to a twelve month restriction on the stuff that he/she can buy on eBay if it's the first strike that he/she has earned within the last twelve months. If, however, the strike that you hit the buyer with is the second one he/she has received during the past twelve months then not only will it make it extremely difficult for the buyer to purchase anything on eBay, but you will also have done your bit with regards to helping to ensure that this buyer cannot mess other sellers around in the same way that he/she has messed you around with this sale.
IF sellers complete unpaid cases, then no feedback can be left. This simply shows how foolish sellers actively allow non payers to continue, they also DO NOT get their selling fees refunded.
There is such a thing as Buyer Preferences, you should use it as you can block members with 2 or more Unpaid Strikes, so if everyone did this then non payers would find it hard to bid.
Unfortunately as I say above it is the sellers who allow this, negative comments on positive feedback are not allowed and can be removed, if the buyer complains but why should they when sellers are happy to leave positive feedback meaning they found the transaction a POSITIVE experience and just add to the non payers Positive Feedback.
If sellers did things correctly non payers would soon be stopped from buying.
You open unpaid case 2 - 30 days after sale end, close 4 days later, buyer gets unpaid strike, 2 strikes in 12 months can stop them buying as long as sellers set blocks correctly.
