Why aren't serial non-payers having their accounts suspended?

A seller has 35 feedback comments as it appears that this person often wins an item, won't pay for it and neither do they provide any communication to explain why.

Why has this person not had their account suspended??

It's not fair.

Every answer is based on the assumption that eBay actually do what they say, that is put a strike on there account. 

 

I honestly think eBay don't do half of what they say. 

 

Just look at the comments regarding responses given to callers which appear to be we will tell you what you want to hear. 

 

We are told sellers will be banned if there negative feedback is high,  Really?.

 

So how come there are plenty of sellers with high negative and neutral sellers classed by eBay as a highly respected and trustworthy sellers.

 

And why shouldn't a seller be able to leave feedback that is totally honest where a non paying bidder is concerned. 

 

The founder of eBay said feedback was a system for both buyers and sellers to reflect on the whole transaction. 

 

But that has now been removed and has turned feedback into a one sided system.
