I’m unsure whether to report a seller

I bought a digital copy of a video game from a seller on eBay. I thought it would be a code for a game which people are allowed to sell. Instead, you pay them to give you their login details so you can redownload the video game on their account, onto your device. This is illegal. The item was only up for a couple of days and I messaged them about it and the act that the practice violates and immediately, they seem to have removed the listing. I requested my money back and I haven't received a response. Should I report them?
