I sent the item by StatePost. I have a tracking number. It shows that there is a delay from another country's StatePost (not mine). Long before the deadline, the buyer claims that the shipment is still missing and Ebay has ordered me to return his the money. But the shipment is in the Post of his country. In this way the buyer will receive the shipment (when it arrives), and his money back. This is unfair. I can't contact with Ebay for my point of view. What to do?

If the latest estimated delivery date has passed, and the item hasn't arrived, eBay will require you to refund the buyer. The reason for the delay doesn't matter.
If the item arrives after you have refunded the buyer, if you're lucky the seller will return the refund. If they don't, and keep both the refund and the item when it arrives, eBay won't do anythng to support you.
These are the facts of life for sellers on eBay. EBay's money back guarantee protects the buyer, not the seller. EBay has become a very risky place to sell things.
