All they need now is to learn the difference between a tax and a handout, but that should be pretty easy for the Scots because a tax is what we pay and a handout is what they take.

It's a Tax, falsely imposed retrospectively on existing tenants , which it wasn't for Home Owners, it counted for NEW owners only , when first brought in

and I think this is a SNP tactic , when it is proved to be illegal, they'll blame Westminster for it

SNP are also trying to head off massive condemnation of their £2.5 billion 'cuts' to Council budgets, because of their Council Tax freeze they impossed when they came into power, which is driving Councils to bankruptcy
