It was autumn, the Indians on the remote reservation asked their new Chief if the winter was going to be cold.
As a new Indian Chief in a modern society, he'd never been taught the old secrets, so he looked to the sky, he couldn't tell what it would be.
Nevertheless, to be safe, he says to his tribe "the winter will be cold and that the whole village should collect wood to be prepared.
Being practical, after several days he went to the phone booth, called the National Weather Service and asked,
"Is the coming winter going to be cold?"
"Yes, this winter is going to be quite cold indeed and snow," the meteorologist responded.
So the Chief went back to his people and told them to collect more wood.
A week later he called the National Weather Service again.
"Is it going to be a very cold winter?"
"Yes," the man at National Weather Service again replied, "it's going to be a really cold winter deep snow predicted."
The Chief went back to his people and told them to collect every scrap of wood they could find.
Two weeks later he called the National Weather Service again.
"Are you absolutely sure that the winter is going to be terribly cold?"
"Absolutely," the man replied. "It's going to be one of the coldest winters ever, snow and ice, the worst!!."
"How can you be so sure?" the Chief asked.
The weatherman replied, "The Indians are collecting wood like crazy!"

That cartoon reminds me of seeing on the quieter backstreets of London road junctions where the centre is built up to pavement level.
After a snowfall motorists would approach slowly but have to accelerate to go up the slope and then brake quickly, often resulting in a short skid to a stop pointing in the wrong direction.
