This new Manage inactive listings means anything goes into this list so if you delete an item it goes in there and the chance is when you go to bulk relist it goes up for sale again.
When you are working on listings and taking some down and renewing them the old item lands in this list.
it used to be just item that had finished and not sold.
be careful when doing admin on your goods as you will get caught out even end up with duplicate listings that you then need to cancel the sale for.
