I don't use tweening for rotation but do it frame by frame. It's just a matter of duplicating layers and using rotation tool on the layers...

Sorry Dunno I should have been more specific.

Go to Edit >Transform > Rotate.

I did the propellor with 45° increments over 8 frames.

Always move the centre point to the middle of propellor.
