A Word?

OK, it's a long shot but I'm looking for a word.

 

It's a legal term which means to encourage, put an idea in someone's mind, give them the idea to do something, plant the idea, almost auto-suggest, incite almost.

 

I've got it planted in my mind that the word I'm looking for begins with "P" (I hope I've not planted that in readers minds?).

 

I think I've exhausted all the "legal-speak" websites and lists of words so for the heck of it I thought I'd ask here laughing

I thought to importune was similar to solicit - incite  as suggested by Petal seems to be closer to you definition of the word you were looking for.

It's to do with sort of planting an idea in someone's mind and continuing to mention it, sort of encouraging or leading them on to do something without actually saying "go and......." do something.
