A Word?

OK, it's a long shot but I'm looking for a word.

It's a legal term which means to encourage, put an idea in someone's mind, give them the idea to do something, plant the idea, almost auto-suggest, incite almost.

I've got it planted in my mind that the word I'm looking for begins with "P" (I hope I've not planted that in readers minds?).

I think I've exhausted all the "legal-speak" websites and lists of words so for the heck of it I thought I'd ask here
