Which part of the knives policy did this fail on?

So I have to ask here as eBay are basically not answering my question. I'm trying to sell this antique fireman's axe WWII ARP which I reckon is a 'tool axe' as stated in the policy it's used for demolition mainly on wood but could be used to chop wood etc. . But quite probably would be bought by a collector of world war II memorabilia . So I wanted eBay to explain the part of the policy which it fails on 😕 . Any ideas? I'll add a photo...

Its double headed for a start which is prohibited. Technically its called a spike axe again these are prohibitied. = First couple of lines of the policy.

 

Sorry to say whether vintage or not (and this looks like a later one as it doesn't have the AFS stamped on the head which apppeared on earlier models, you wont be able to sell on ebay. This is all part of the weapons Act of 2019, which ebay have to comply with. Yes they take a very black and white view on matters and certain items are probably shouldn't be 'blanketed' with the policy but you  can understand why.

Double headed axes are the ones with two sharp sides like the war axes you see sometimes so not that. Spike axe is the problem I guess but does that mean picks are banned as they are probably shaper spikes than this...I also see double headed and spike axes on eBay right now 😕 . It's a mess and no sight of it getting better I guess. And no I believe this is the original axe as it has a provisional patent on the handle so it's from before they even got the patent so it's antique 1938 / 87 years old so older than 'vintage' ...
