W8 TAX Form , Funds on hold

Hi al does anybody know the correct box to tick to get this W8 TAX thing working..

We don't pay taxes to the USA, so this should be easy as an individual 

My Funds are on Hold, and this should be easy to complete, and it's not going anywhere 

The support is not helpful at al GRRR
