I can't see anything on my account and i have been in contact with eBay and they have said it's fine anyone else got issues as I have as this is the first time it's ever happened to me and seems like it could have bugs in it. Apparently I haven't been hacked either according to eBay.

Try using a browser rather than the app.
If you can view your account using a browser, make sure you have the latest version of the eBay app and that your operating system actually supports it. Try uninstalling the app, restarting your device, then installing the latest version of the app once, more. Then sign in and try again. Make sure you are signed in to the correct eBay account.

I have reset my password and reinstalled the app and also talked to someone from eBay today and they said everything was fine. Have I been hacked?

The App is notoriously glitchy so it could simply be that for some unknown reason it's simply neither returning nor displaying the information which the process has previously.
Have you tried looking at your account on a laptop?

Thanks I've done all that but I'm still being cautious as it has never happened to me before and things seem to be running as normal now but I'm still feeling a bit sceptical about what has happened.

What operating system version number and app version number? "Network error" can be the result of using an older, unsupported app version; or it could be a sign of a network error.
Try using a browser until you get the app sorted out.
