Segway on eBay - selling issue

Why can't I list a Segway on eBay? Lots of people are selling them, but I get this message:

"Unfortunately, you aren't yet eligible to list e-bikes or other micro-mobility devices, new e-bike batteries, or new e-bike chargers. See our policy for more information about how you can become eligible. Used e-bike batteries and chargers are not allowed on eBay.

The helpdesk cites regulations but can't explain to me why some people can and others can't.

Only authorized Business dealers are allowed to list eBikes /accessories etc. on eBay due to safety concerns.

Maybe double standards here - just examples because they are private persons like me

Not double standards,  just those items have slipped the net. 

With 7 billion listings on at any one time, it's impossible to check each and every one so some yes,  in all categories with restrictions will become listed.

If they are spotted and reported like yours was,  they will be removed.

eBay also relies on members to report items,  there's a report button on every listing.
