I have 5 lots won from a buyer in Thailand. Ebay will let me issue a combine invoice to include all the items, only 2.
In relation to the other 3 items I get the following message
"Invoices cannot be sent for items where eBay manages all or part of the postage. These items are excluded from this invoice."
How can this be as theses are foreign Items NOT subject to Simple delivery. I can also confirm I have not and never have enrolled in Global shipping so this is not the issue. Bad enough not being able to combine UK sales but this I think for me this may be the final straw. Can anyone help?

Was this every solved as i have the same problem with nine auctions for one buyer , Ebay told me this morning it seems to effecting sellers who are not signed up to GSP which i guess they would like every international buyer to use because off the price they charged .

I am experiencing the same problem right now and I am furious! I manage my international postage. Simple delivery does not apply to international posting, so how come they can put restrictions on the invoicing? How can I ask the buyer to pay the full amount on the promise of a refund? It makes me look incompetent and unprofessional. Also, there may be some misunderstanding due to language differences.

I am on the phone to customer services right now and he says that private sellers can no longer send invoices to any buyer. The buyer needs to go to payment then click on 'request total' which will then give us the opportunity to adjust the postage. I now have to message my buyer with these instructions. There has been NO INFORMATION PROVIDED TO BUYERS OR SELLERS ABOUT THIS!!!
I will update this post about the outcome and whether it actually works
