I want to create a developer account but it does not work there are some issues in the system 

How can help me out with this

You are asking this on the UK site , where we are not knowledgeable on a ' developer account'.

Log out of here and into your homesite....  https://community.ebay.nl/  ask Customer Services there, or the eBay Community in the Netherlands for a clear answer.

I've tried to join the developer program with 3 different emails over the last couple of days and get this every time:
"Your account registration was rejected due to problems with the data provided or other irregularities. If you believe this rejection is in error, please see our FAQs and Contact Channels page or work with your eBay representative directly."

I just need to show relevant EPN parts on my customers website. Nothing irregular in any way. One of the addresses had been a registered member of ebay for over 20 years.

No reply to emails or support requests on the developer site.  This process is broken.
