Hi,
I've just sold an item (Item no. 277236105084) and have been deducted a final value fee of £21.96. As I am based in the UK and the item is not a motor vehicle, final value fees or operating fees should not apply. I am well under selling 300 items in a month as well.
Please can you resolve this issue and return the money to my account.

You are a business seller. The jpg is talking about private sellers (and says so).

This account is registered as a Business Account, it cannot be changed back. If you want to sell under a Private account you are allowed to open another, just use a different email and different username ID. That account can be used to sell used unwanted items, not all Brand New items, or items bought to sell.
Selling a vehicle incurs a non refundable listing charge, and if you add any optional listing upgrades those are payable, sale or no sale. Reserves are the most expensive 4% of your set reserve.
eBay rarely get any fees wrong, but if you think a mistake has been made, contact eBay Customer Services they have access to your account, and can explain any fee for you.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

I do recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

Just to confirm here and clarify, your account is registered as a business account. You can confirm this from the personal information and privacy tab in your eBay account, there it will say "account type" and it will "Business". If you click here, you will be taken to that section directly.
Final value fees apply for businesses account, and because you have a business account the fee was correctly applied and it wouldn't be credited/returned to you. The screenshot you uploaded above applies for private accounts only, not business.
If you are not a business, you can open a new account and keep it as a private account since business accounts cannot be reverted to private.
