Looks like something is missing - Item location error message.
THE ITEM LOCATION IS CLEARLY ENTERED AS 'TOWN, COUNTY', I HAVE TRIED ABOUT 10 DIFFERENT WAYS OF DESCRIBING THE LOCATION AND NONE WORK.
How the hell is ebay struggling with this?

Tried a different browser, same issue, so the problem is apparently on ebay's server end or some kind of stupid location format rule it doesn't tell you about.

The annoying thing is with eBay's messages they are sometimes way off the mark, and do not explain the situation at all.
You have returned to selling after a long break, have you registered for eBay's Managed Payments ?
You may be prevented from listing an item, because you have not fully or correctly registered with eBay's Managed Payments.
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

How the hell are you supposed to work that out from an 'item location' error message
The item is large and pick up only and so will most likely be a cash payment. If its a payment management issue that's pretty stupid because its irrelevant.

Yep, as I said eBay's notifications /messages of errors in listing leave little to be admired, they are way of the mark to explain the situation at hand.
You mentioning cash on collection shows me you have had a very long break from selling.
Cash is no longer allowed for collected items, payment has to be made after purchase through eBay checkout, and the buyer Has to bring along a code you must receive this and enter scan or enter manually, as this is the only proof you now have to show the item has been collected. Cash is no longer allowed, all payments go through eBay's Managed Payments.
There have been big changes on eBay PayPal is no longer used for receiving payouts from sales. All sellers have to register for eBay's Managed Payments ( see my link above), to be able to list items for sale and to receive payouts from those sales.
