Can not send message to specific seller

When sending a message from listed item to a seller, I keep getting this error for about 4 days now.

"Send message failed. Please try again"

Bidding on this seller items works fine.

Sending messages to other sellers works fine.

Cleaned cache on ebay app, no effect.

Can a seller block another user from sending messages? Or maybe just block messages from everyone?

Same problem here. Message not sending to one particular seller from overseas. Ebay mentioned a possible outage, which they then thought was fixed, but it's still not sending. Attempted via app and mobile site and mobile desktop site on an Android phone.
