What action can I take with eBay when a seller does not send item but sends an unrequested refund.

What action can i take with eBay when a seller does not sent an item won fairly but issues an unrequested refund with a very weak excuse why the item was not sent.  I feel this action taken by the seller because their item sold too cheaply?
