VAT for goods coming from the EU into the UK

Please can somebody tell me how this works for a seller in the EU, who is registered as a business but is below the VAT threshold, so is normally exempt from it? Also the listings are auctions, starting at a low value and so would change in value, and in a category where the VAT percentage may be different to other items. Would the seller have to add it as a percentage that would be charged? I do not see how else it would work? Thank you in anticipation!

If you are not registered for VAT, then you can't charge VAT, so there is nothing to add to the selling price

I can't charge it, but eBay will it seems, this is why I am confused about how it will work, especially for auctions, and applying the correct percentages. From July 2021 it will be the same for those in the UK sending to Europe, even if you're below the VAT limit. Unless there is something I've misunderstood or some sort of exemption for those below the thresholds.
