I'm afraid all PayPal fees are non-refundable. It's been that way since early March. 

Whether you will get the Ebay selling fee reversed depends on how you refunded. If you refunded through an Ebay case or Return Request, then yes, you will.  If you (wrongly) refunded from your PayPal account, you will have to pay them.

If you refund direct from Paypal, you will get NO funds refunded and even worse possibly get a Defect on your Selling Account.
