refunded buyer - second chance?

I have cancelled a sale as the highest bidder has messaged me to say that she no longer wants the item.

I have had a message from ebay saying I will get the fees refunded - but how do i offer it to the second highest bidder please?

(Also, how do I block infuriating customers!)

Thank you. This makes sense and opens chances of selling more than one item from an auction. Appreciate your help

Click on the Selling tab on your My eBay page, scroll down to the section showing the ended and unsold items, and once you've found the item in question pull up the drop-down menu to the right of the item.  There should be an option to send a Second Chance Offer.  Select which bidder you want to send the Second Chance Offer to and then send the Second Chance Offer.

To block infuriating customers that you don't want to sell to just add them to your Blocked Bidders List.  There's a link that should enable you to pull up the necessary page - if I remember correctly it's https://offer.ebay.com/ws/ebayisapi.dll?bidderblocklogin - add the buyer's User ID to the white box that appears on the screen and then click on "Submit."  The person you've just blocked will no longer be able to bid on your items.

Thank you so much. But the drop down menu to the the right does not offer me a second chance offer - do maybe ebay wait for a set period of time before they let you have this option?

That's great. Have managed to block the buyer. She didn't even give a reason for cancelling!

Just to check I am in the right place - the only options I have on the right are to relist, see cancel details, contact buyer, sell similar, resolve a problem, add note.
