I wouldn't have thought so.  The £1.00 Maximum Listing Fee is designed to encourage sellers to list items for sale on the site.  The less visible an item is on the site the more chance there is that the item will remain unsold when the listing ends.  Unsold items don't result in any selling fees for eBay, so why would eBay deliberately make such listings less visible to potential buyers?  If they were to do that then they'd be reducing the revenue that they made from sales, which is counterproductive to how the business operates.
