how do you get ebay to add fast & free to your listing

how do you set up fast & free on your listing have set all my postage on the listing the listing that have to track & trace have it eBay is says they have not got track & trace also all listing to have express postage which they all have eBay ia saying none have express postage and know one in eBay can sort it out

In growth recommendation it tells me that I have to fix my postage in listings have checked all my listings and they are all right and still growth recommendation still stays can’t get it to change I have went in and redid some of my listings and it still won’t change when I contact eBay they keep saying someone from performance will contact me I have rang 5 times and I still get the same reply
