how do i change my personal account into a business account

you need to have listed something for sale before you can change your account

list something then use this link:-

Upgrade to a Business Account

[ruby*tuesday]

Go to Help and Contact at the top of the Page and type in "Upgrade My Account." Doesn't take long apparently.
