Click on the invoice in your Ebay account. It will tell you exactly what the fees are for - invoices are fully itemised.
When you sell an item, the selling fee is immediately charged to your account. If the buyer doesn't pay, you have to let Ebay know, by opening an Unpaid Item case (which you have to do within 32 days of purchase), and by closing the case as 'unpaid' after 4 full days. That will credit the selling fee back to your Ebay account, and give the non-payer a UI strike on their account. Only then are you free to safely relist. You should also add the non-payer's Ebay ID to your Blocked Bidders List so they can't mess you around again.

You sold a phone in April. The fee is payable even if they did not pay unless you opened a non-payment case at that time.
If you did not then you may just be in time to do so. Go to the resolution centre [link below] now and open the case. Close after 4 days for a fee credit
