New Listings can take up to 24 Hours to Upload onto the Site.

When you list something, Ebay tells you that the listing may take up to 24 hours to appear in Search.  It doesn't usually take that long, but may do at very busy times. Just check again later.

I am not sure what you are doing but you have listed twice with a Reserve so you have already got Fees to Pay, even though you have not sold.
