buyer needs my contact number to look at item before purchase

how does my buyers contact me to look at an item BEFORE purchase if i cannot give them my number ?

Also  need contact number from prospective buyer to arrange delivery BEFORE purchase.?

It can be used before or after a sale

Find Share your phone number. If Yes is showing, you're opted in and buyers can see your phone number. Go to step 3 to choose whether you want to show your phone number before and/or after a buyer has bought from you. If No is showing and you want to opt in, select Edit.

On the Manage your buyers’ questions page, select Share your phone number. Choose between Only show this info after a purchase or Show this info both before and after a purchase.
Select Submit. You're now opted in and buyers can access your phone number.

since it starts "Buyer wins auction" I naturally took it to mean after purchase.

It's the most ridiculous rule of all time. 

Business sellers have to display there name and address and in most cases there tel number for the world to see on all listings, but private sellers face suspension if they do it.

it's not allowed,

they have to commit to purchase first,

then come and look and if they decide they don't want it you cancel the transaction choosing buyer requested as the reason

It is no onger possible to exchange contact details to view items before bidding or buying.

If you try to do so you and buyer/seller risk being suspended.

What you have to do now is bid win and buy or if it's s a buy it now you have to buy it,view it and buy or turn it down and cancel the transaction.

If a buyer buys it and tries to pay less when they view ebay will still want the fee's on the original sale price.
