Highter bider(1 bid item) inform me that will not pay for my item because found cheeper same item. What I must do let relisting my item.

May I do negative feedback to bayer?

Start an Unpaid Item case 2 or more complete days after end of auction and close it after another 4 complete days.

Sellers cannot leave non-postive feedback for buyers but they will get  a non-payment strike on their account when you complete the above.   If they get too many their account will be suspended by ebay.
