A buyer wants to cancel as he didnt read the listing said collection only.. Will I get my ebay, paypal fees etc back if I cancel the order?

You should put in the description of Collection Items that "Payment in cash on collection is preferred".

While you cannot refuse paypal, cash is safest for Buyer and Seller, and then there are no Paypal fees to lose.

You'll get the ebay fee back but Paypal are no longer refunding their fee.
